what you have is the assumption was that congress would govern and every once in a while you'd have a strong president. andrew jackson or abraham lincoln. in the 20th century, teddy roosevelt changes that. at one point roosevelt is pushing through some piece of legislation and people were telling him he can't do it, and he gets out a copy of the constitution and he holds up article ii and he says show me here why i can't do this. i think that become the assumption of presidents in the 20th century. if quur you're not specifically prevented from doing it, you can do it. wilson builds on the power of the president, the precedent that teddy roosevelt established. it's franklin roosevelt and the experience during world war ii that really changes the nature of the office and it's the cold war. the greatest expansion in presidential power throughout our history has taken place during times of war. what happens during the cold war is war is institutionalized. we live in a time of permanent war. it's the president's role as commander in chief that leads to not only the creation of this great

government funding and government shutdown, different story. >>> let's turn back to the big story of the day. and that is the president's push on guns and the coming fight with both congress and the nra. in addition to calling on congress to pass gun control legislation, the president will propose a set of executive actions. nbc's justice correspondent pete williams is here to help explain some of those executive actions. a big one that we know he's going to call for is this idea, pete, of basically ordering the justice department to prosecute people that fail background checks. explain why that hasn't been done before, and how it can be done. >> sure, first of all. the federal law makes it a crime for somebody to falsify, knowingly falsify information to their background checks, saying that they're qualified to have a gun when they're not. presumably, most people know when they've been dishonorably discharged from the military, whether they have the felony conviction, whether they have a misdemeanor, domestic violence conviction. whether they're a drug abuser. whether they've been j

but if our government could create some stability and provide business owners and entrepreneurs with some predictability on what's to come, i think we would see investments just unleash and a lot of employment come back in our country. >> what do you think is the biggest spending problem in congress? >> well, if you look at what the president has done over the last two years, he has actually cut $2.4 trillion over the next decade. so he's taken an attempt to reduce spending. there is more that can be done. we really have to address some of the other programs we have down the road. things like social security, medicare. these are programs in the future that need to be addressed. now, they are some of the most successful programs in our country's history. so we need to make sure we protect them. but we need to look at their long-term sustainability. >> the business round table is out with a recommendation this morning. they think the retirement age should be boosted all the way to 70. would you support something like that, or some increase in the retirement age when it comes to social
